Wellington City Council

1. Adelaide Road – Planning for the Future
Wellington City Council is currently consulting on a plan to manage future growth in this area (plan available on the WCC website under ‘Projects’).
Living Streets Wellington to make a submission (closing date 14 December).
The following points were made:
- It is a growth node
- Not very attractive at the moment – unpleasant to walk down
- Doesn’t ‘work’ ie. very congested coming into town; bus lane doesn’t exist in the evenings
- Set-back of buildings is unattractive BUT useful for potential future development of light rail as the space is already there (and light rail should then be given right-of-way)
- Should be reduced to 2 lanes of traffic – at the moment there aren’t really 4 lanes as one lane either side is narrowed by parking (causing problems for buses)
- There needs to be more places to cross for pedestrians – could have refuges in the middle for pedestrians
- There is currently a painted flush median – this could be planted with trees
- Development of apartments should be attractive
- There are a variety of businesses and organisations currently – this is good for creating a ‘hub’
- Access from this area down through to Courtenay Place should be more direct and easier for pedestrians
- Pedestrian access on adjoining streets need to be improved
- Traffic Demand Management (?!)
- Active uses of buildings and frontages
Action: Debs to draft up a submission and send around for comments/changes etc
2. Ngauranga to Airport
- A consultation document is due out soon
- Now into the second stage – Living Streets Wellington made a submission in the first stage
- Need to push for light rail rather than more roading
- Approximately 1000 submissions received in support of Option 3 on Land Transport Strategy
- Need to discuss the impact more cars will have on pedestrians
- Not desirable to have a second tunnel through Mt Victoria – very pedestrian un-friendly
- Should be encouraging pedestrian phases at lights to be more responsive
- There is a lack of pedestrian crossing access between Evans Bay and the Airport – segregates areas
- Concern about extra traffic through Rongotai; widening of Ruahine Street would be a concern for Hataitai residents
- Need action! Could tie in with the Climate Change Festival: Day of Action
- Needs extensive consultation – want submission finished early so that others are also encouraged to share their views
- Need to learn from experience
- ‘Modelling’ – should be over 30 years re. Roading to give an accurate picture
3. Greater Wellington Regional Walking Plan/Cycling Plan
- Living Streets Wellington put in a submission on original ‘Pedestrian Strategy’
- Liz is attending a meeting December 7 regarding this: Integration of active modes and public transport
- Audit of Railway Station was completed – results/learnings from this?
- Transit-oriented development: integrating stations with businesses/offices/apartments etc to ensure safety etc
- Travel Demand Management – measuring the right things eg. number of children walking to school
- Travel surveys are great but not necessarily used well
- Regional Walking Plans – what are the good ones from around NZ?
- More commitment for walking needed at the Regional Land Transport Committee (Councils)
- Need for regular walking and cycling plan
- Targeting schools, government departments and Councils

4. Victoria University Routes Map
- Living Streets Wellington has provided a proposal for walking routes between all campuses: Piptea, Kelburn, Te Aro and Karori
- Victoria University haven’t confirmed they want it but are currently undertaking a travel plan and it’s a great opportunity
5. Climate Change Festival: Day of Action
- Being held Saturday December 8
- Could promote the Walking Charter
Action: Lily, Louise and Celia to staff the stall.
6. Grants
Louise is currently finalising applications for the following:
- Newtown/Berhampore map reprint
- 5 Lunchtime Walks: series to be developed ie. 5 from Cenotaph, 5 from Courtenay Place, 5 from Plimmer Steps
Mike moved approval of finalising these applications.
Debs seconded.
7. Stepping Out: March 2008
- Will continue with Tuesday walks (Ron leads these)
- Propose to do Wednesday walks from Courtenay Place at 12.30pm from Film Tripod (corner of Courtenay Place and Cambridge Terrace) – 30 minute walks
- Walk to Work Day: Station people in various popular route spots and could hold something on the Waterfront; Walk Workplace Challenge
8. Hutchison Walkway
- The steps have been leased to the School of Dance and Drama – this now has a gate across
- The walkway is used by lots of people including those from Mt Cook, Newtown etc
9. Meeting with Ministry of Transport
- Mike has a meeting with the Environment and Sustainability section
- Regional Land Transport Committee (RLTC) environment and sustainability representatives feel unsupported at the RLTC meetings – the Ministry could facilitate a network between these representatives?
Action: Liz to attend the meeting with Mike – information could be distributed nationally
10. Kapiti Sustainable Transport Plan
- On the website
- Submissions close November 30 for anyone interested in submitting their views
11. Porirua Development Framework
- Submissions close December 14
12. Suburban Centres Review
- Anyone wanting to submit?
13. Submissions
- suggested that it would be useful to have a generic ‘template’ which could then have specifics added to it
Action: Debs to look through old Living Streets Wellington submissions and develop a template
