Living Streets Aotearoa Minutes of Meeting held Monday 22 August 2005 Present: Mike Mellor, Robert Davies, Don McDonald, Celia Wade-Brown, Paula Warren, Debs Moir Apologies: Ralph Chapman, Brent Efford, Kate Shuttleworth · Thank you to Mike Mellor for contributing his time towards reading CV's etc for the appointment of the National Director · MYOB accounting package purchased for the office · Celia, Robert, Rosie Crocker and Kate met to discuss up-dating of the website Draft Community Outcomes · Celia's contribution limited to providing feedback pamphlets - Every city and district has to produce outcomes for the city. - Paula Warren represented LSA and met along with other community groups to discuss issues that the community are concerned with. Two workshops were held. - A set of draft outcomes were produced and changes were able to be suggested via public submissions. - LSA restricted itself to transport-related matters, which Ralph put together on behalf of the group (everyone should have received a copy of this via the email network) - Council will revise outcomes and a final set of draft outcomes will be put out for public submission - Overall the plan is pro-pedestrian but there may be issues that have been missed. Submissions ended 23/8/05 - Mike moved that Paula, Donna and Ralph be thanked for their work on the submission. Seconded by Debs. - Reminder to members of other areas that there is good opportunity to be involved with submissions re. Council plans etc Regional Land Transport Strategy Strategic Options - Regional changes are driven by infrastructural changes at a local level (by local council) - Not enough specificity to determine how to measure it - it's a regional strategy for road controlling and transport issues but doesn't have to be implemented by local councils - Mike said he doesn't think it is legal - a regional council must take into account the National Land Transport strategy and not be inconsistent with it. National strategy is about increasing energy efficiency - page 14 suggests this strategy is not consistent with that. It doesn't present an option? There needs to be one option that suggests environmental sustainability will be no worse - all of the options suggest there will not be increased sustainability. - All measures suggest going towards Advanced Passenger Transport option (as opposed to the two other options which are Planned Investment and Advanced Roading). - Objective 5 "ensure environmental sustainability" is ignored - none of the options reduce or suggest it will remain the same. All increase carbon dioxide and no other measure (e.g. noise and air pollution - major impacts of roading). - Examples of how you can make changes are more likely to have an impact in the strategy - A lot of pedestrian and cycling options not covered in either option (Advanced Passenger Transport and Advanced Roading). - Downside of Advanced Roading is more cars in the city - Regional Council needs to push land use to public transport use rather than private vehicle use Submissions close 30th September. Paula will collate and write a submission. Individual submissions also recommended. Wellington Regional Strategy (joint venture between all local councils) - "Genuine Progress Indicator": measure of success to be used, however it is a subset of this - how will this be used effectively? (includes income, happiness, health etc) - "Uncertainties and Risk": inclusion of impacts of natural disaster and growing costs of fossil fuels - Should LSA focus on one issue? E.g. transport issues of Kapiti Coast? Wellington is an expanding city and do we need to look at redeveloping transport access? - There is a disconnection between three strategies: - how is this taken into account and reflected in the "regional outcomes"? - how will it be implemented? - Value of walkability to local economy needs mentioning eg. Ralph's research "The Value of Good Urban Design" (link for this on LSA website) · Request Donna Goodwin to prepare?
