Increased fitness = savings in health dollars + a kindness to our planet.

in your area? This could include such things as cycleways, pedestrian
overbridges, cycle parking, quality of footpaths.
Good.
3. Would you support lowered speed limits on certain streets to enhance
their use by pedestrians or cyclists?
No. 50 kph is OK if there are clearly marked cycleways and sufficient
pedestrian crossings.
4. Are you aware of where walking or cycling paths/lanes/routes are?
Yes
5. How well signposted are these facilities? Please note if signage is
better for one mode than the other.
Good signposting.
6. Are you aware of parts of the roadways or public spaces that (a)
pedestrians or (b) cyclists can't use?
No.
7. What would you do about these barriers?
Not all roadways and public spaces are suitable for cyclists. Sight-impaired
or less abled citizens might find cycles a challenge.
8. Do you think there are certain conditions under which parking on
footpaths is permissible?
No.

Public transport, walking buses should be easily accessible.

Encouragement in homes and in schools.

you see walking and/or cycling contributing?
Fitness initiatives district-wide. Walking/cycling are the two cheapest forms
of keeping fit.

Conservation of fuel, less cost, healthy living.

in your area? This could include such things as cycleways, pedestrian
overbridges, cycle parking, quality of footpaths.
The efforts to create cycle ways have been excellent. There is more to
do.

enhance their use by pedestrians or cyclists?
Only if there was evidence either of high usage or of safety issues.

are?
Mainly not. I jogged roads and paths for 15 years, but tended to use
the same circuits.

signage is better for one mode than the other.
No expert on this aspect.

In the main, but in some cases the mix of pedestrian and cycle traffic
is a bit confused.

Most of these are necessary for safety.

on footpaths is permissible?
Yes. Some of our streets are too narrow for passing traffic. But cars
should not completely block footpaths.

map, would you support creating one?
Yes, but I believe that they exist.

would you support having one?
I would need to know what it was for.

Not really a council issue.

I think the major role for a council is to support desirable community
actions.

Fighting global warming, reducing vehicle usage, and reducing congestion,
healthier for residents
2. How would

in your area? This could include such things as cycleways, pedestrian
overbridges, cycle parking, and quality of footpaths.
Very average. Most roads have no designated cycle lanes, with many serious
danger spots (e.g. Rosetta Road, Raumati) with no safe cycle-shoulders at all.
Footpaths across the Kapiti district are inadequate and access to many schools
is unsafe because of this.

Yes.

Yes

The council still hasn't developed a good signage strategy. At present there is
a patchy system which is only good in parts. Some new walkways have not been
signposted. KCDC must give priority to developing a coherent, clear signage
strategy.

aware of parts of the roadways or public spaces that (a) pedestrians or (b)
cyclists can't use?
Definitely. Coastlands is cyclist unfriendly. Also to get from one side of
railway station to another to access east to west. Also round the council
building. There are problems for pedestrians - e.g. junction Kapiti/Arawhata.
There is no pedestrian path around side of airport. Quite few of new
developments have failed to put in proper facilities (e.g. southwest of Milne
Drive) for pedestrians and cycling.
7. What would
you do about these barriers?
Council needs to require all new developments to have good walking and cycling
facilities prior to development starting. KCDC must work with business owners
(e.g. Coastlands) and its own staff to get something done.

No.

creating one?
It has been created and is easily accessible on the KCDC website

having one?
Yes.

travel plans in schools and workplaces? If so, what would you do to facilitate
them?
Yes. Kapiti has a major problem with parents driving children to school and
locals driving to work within Kapiti. There is an urgent need to make our bus
service work for the community. We need smaller buses, designated school buses,
subsidised fares and an immediate audit of the bus routes which are inadequate.
Need more walking buses.
12. What other
techniques could you suggest to improve walking and cycling as a regular
activity?
Footpath maintenance is urgent. Free cycle lockers at all stations and in other
destinations - e.g. Coastlands and the library. Council must get its own staff
to use bikes, walk and public transport and reduce vehicle fleet and work with
businesses like council to do similarly.
13. What role do
you see the council has in promoting public health? How do you see walking
and/or cycling contributing?
Council should take a much more proactive leadership role and start leading by
example. Council should work more closely with schools. Council could provide
free health checks for staff. Reduce weight and increase general health. Council
must work to improve drivers' consideration of cyclists.
14. Does your
council or DHB have a travel plan for staff and visitors?
Not that I am aware of. Council has very limited number of cycles available for
staff and also limited number of cycle lockers. We need council to adopt a
policy of reducing the vehicle fleet and choosing walking, cycling and public
transport and preferred travel mode for council staff both in work time and to
and from work and provide showering and changing facilities for staff. .
