Name: John Kirwan

Regional/city/district council or health board: Waitakere City Council

Constituency or ward where applicable: New Lynn, Ward

1.       What do you see as the advantages of

(a) walking and

(b) cycling

as a form of transport in your area?  clearly the many health benefits are a huge positive for the constituents of west Auckland, but for it to be something that people support it must be made safe (wide continuous cycle lanes) and be supported by other methods of transport to (ie being able to take bikes on trains etc too)

2.       How would you rate (good, average, poor) facilities for

(a) pedestrians and

(b) cyclists

in your area? This could include such things as cycleways, pedestrian overbridges, cycle parking, quality of footpaths.

I think the cycle lane that runs along the motorway from west Auckland and all the way into town is a fantastic start, so to the over bridge at waterview. But great north road, and the major routes must have decent sized cycle lanes to make bike riding safe for those that use it, and this will i believe encourage others to use the method of transport. the more people that get into it the more it will grow (kiwi's are known to be very sheepish and follow the lead of others)

3.       Would you support lowered speed limits on certain streets to enhance their use by pedestrians or cyclists?
I don't think reducing the speed limit is required provided that the cycle lanes are wide enough and clearly marked to keep the cyclist out of harms way (cycle lanes have to have appeal)

4.       Are you aware of where walking or cycling paths/lanes/routes are?  yes see above.

5.       How well signposted are these facilities? Please note if signage is better for one mode than the other.

they are what they are, they certainly could be improved, but so to the whole cycle lane network. I believe that much more money and commitment to the cause is required if we are going to make cycling a REAL alternative to the car

6.       Are you aware of parts of the roadways or public spaces that (a) pedestrians or (b) cyclists can't use? motorway

7.       What would you do about these barriers? I believe with the erection of  a barrier there is no reason why cyclist could ride on the very outside of the motorway berm, and this may have the added effect of showing motorist stuck in grid lock traffic that the bike can be quicker AND the healthier choice.

8.       Do you think there are certain conditions under which parking on footpaths is permissible?
no, councils send far too much money having to repair broken footpaths as a result of cars and trucks causing damage to the less strengthened footpaths, not to mention or forget inhibit there use by prams, wheel chairs and walkers

9.       If your ward/community does not have a walking or cycling route map, would you support creating one?

       I certainly would

10.   Does the council have a walking and cycling strategy, and if not, would you support having one?

I am unaware of council having a strategy, but I am supportive of having one.

11.   Do you support travel plans in schools and workplaces? If so, what would you do to facilitate them? creating the network is what I want (you can lead a horse to water but...)

12.   What other techniques could you suggest to improve walking and cycling as a regular activity? getting private business, radio stations, clothing sports brands to support, encourage, promote the use.

 13.   What role do you see the council has in promoting public health? How do you see walking and/or cycling contributing?

I think council should provide the means, ie free use of pools and public gyms etc to encourage health lifestyles and lifestyle balance, and cycle lanes would certainly fall into that.

14.   Does your council or DHB have a travel plan for staff and visitors?

15.   Will you sign the Walking Charter? http://www.livingstreets.org.nz/ICharter.htm

16.   Do you cycle and/or walk regularly? We recognize of course that many people who do not remain supportive of our aims to increase rates of both.

I cycle during summer, and enjoy a stroll for general health and fitness for me and my corgi

Regional/city/district council or health board: Waitakere City Council - Councillor Candidate

Constituency or ward where applicable: Massey Ward

1.       What do you see as the advantages of
(a) walking and
(b) cycling
as a form of transport in your area?
Advantages for
Walking- part of a health strategy that should be encouraged by all households. It is an exercise but a social event that should encourage interacting amongst people. It strengthens society coming together and breaks racial barriers. It should raise awareness on health and a cure to diabetes and obesity.
Cycling - promotes healthy outcomes but providing a cheap option for transport

2.
How would you rate (good, average, poor) facilities for
(a) pedestrians and
(b) cyclists
in your area? This could include such things as cycleways, pedestrian overbridges, cycle parking, quality of footpaths.
For Massey Ward
Cycleways - poor
Pedestrian overbridges - poor
Cycle parking - poor
Footpaths quality - average

3.
Would you support lowered speed limits on certain streets to enhance their use by pedestrians or cyclists?
Yes

4.
Are you aware of where walking or cycling paths/lanes/routes are?
Not all

It is not well signposted from main streets

6.
Are you aware of parts of the roadways or public spaces that (a) pedestrians or (b) cyclists can't use?
partially

7.
What would you do about these barriers?
Need to clearly signpost as well as markings to ensure safety of pedestrians and cyclists

8.
Do you think there are certain conditions under which parking on footpaths is permissible?
No Parking should be allowed on footpaths

9.
If your ward/community does not have a walking or cycling route map, would you support creating one?
Yes as part of Massey Matters Project

10.
Does the council have a walking and cycling strategy, and if not, would you support having one? Part of the Leisure Strategy that's in the pipeline as well as the Transport strategy released earlier this year. It is essential

11.
Do you support travel plans in schools and workplaces? If so, what would you do to facilitate them? Yes and it has already started by the 'walking bus'

12.
What other techniques could you suggest to improve walking and cycling as a regular activity? Parents to ensure that their children walk or ride to schools, schools to provide supporting facilities and possibly subsidised helmets for school children.

13.
What role do you see the council has in promoting public health? How do you see walking and/or cycling contributing? Very important for Council to be involved and becomes an integrated programme coordinated from the transport and health agencies.

14.
Does your council or DHB have a travel plan for staff and visitors? There has been a travel plan drawn up but needs teething and effective implementation

15.
Will you sign the Walking Charter? http://www.livingstreets.org.nz/ICharter.htm Yes

16.
Do you cycle and/or walk regularly? We recognize of course that many people who do not remain supportive of our aims to increase rates of both.

Name: Brenda Brady

Regional/city/district council or health board: Waitakere City Council

Constituency or ward where applicable: Henderson Ward

1.       What do you see as the advantages of
(a) walking and
Walking is accessible to most and there is very little extra financial outlay (only good footwear). Walking short distances on a regular basis is simple and effective even when moving around within a town centre (eg. park once and walk).

(b) cycling
Cycling requires a higher level of health in many cases and the funds to purchases a cycle and headgear etc. Generally most people are able to cycle on the edge of the road and the designated mixed use tracks are ideal to use for commuting if you have somewhere to change at work. However there are many dangers in heavy traffic

as a form of transport in your area?

Night and evening walking  & cycling requires good lighting for safety.  Both improve fitness levels and can be used for social interaction.

2.       How would you rate (good, average, poor) facilities for
(a) pedestrians and
Pedestrian facilities in town centres in Waitakere City have improved - good. The work with the schools and targeted funding is helping with dealing with some of the safety issues ; good , but the timeframes urgently need to be accelerated -poor.
Many older areas have footpaths in need of repair and redesign.- some areas do have good services; esp.. newer areas of urban development.
(b) cyclists
Cycling opportunities in our area are increasing with some of the stream side and other Twin Streams work - good.
There appears to be little cycling parking or places for cycles to mix with the bus / train network; poor.

The pedestrian bridges have improved a great deal; however they need to be wide enough to service cycles and pedestrians safely- good to poor.
Lighting and access for cyclists at lights is generally improved- but still poor at most intersections.

in your area? This could include such things as cycleway, pedestrian over bridges, cycle parking, quality of footpaths.

3.       Would you support lowered speed limits on certain streets to enhance their use by pedestrians or cyclists?
I support lowered speed limits 40kph around schools in our City.
If drivers are taught respect for adult cyclists then 50 kph is acceptable on most city roads.
Generally our roads are not designed to make cycling safe; lack of width and kerbside drains etc.

4.       Are you aware of where walking or cycling paths/lanes/routes are?
Yes, many of them in our city; esp. around Henderson.
Maps for cycling and walking are available from the ARC and WCC etc.

5.       How well signposted are these facilities? Please note if signage is better for one mode than the other.
A very mixed lot of signage and still a lot of work going on in our city.
Generalisation: Most people who have a good cycle can  also access the internet to find places to use for commuting and for fun.

6.       Are you aware of parts of the roadways or public spaces that (a) pedestrians or (b) cyclists can't use?
Adult cyclists cannot cycle on the footpath- there needs to be more flexibility for children; as the road is not safe for under 12 year olds..
Pedestrians cannot walk on the road- except to cross.
Cyclists cannot use most of the tracks in the Waitakere Ranges and I support this as the wheels do a lot of damage to the native plants.

7.       What would you do about these barriers?
Generally I support the individual types of users as above; unless, as in the case of all the new Henderson Twin Streams network, the paved areas are wider and were built for mixed users.
Improved lighting would assist all modes ; walking, cycling, running etc
Improved surfaces assists all users - able-bodied and disabled, young and older.

8.       Do you think there are certain conditions under which parking on footpaths is permissible?
No I generally do not support parking on footpaths; except in emergency or 'repair' situations.
It destroys not only the paved surface of the footpath but also often the utility trenches underneath the verge.

9.       If your ward/community does not have a walking or cycling route map, would you support creating one?
We have very good maps available in Waitakere; however cycling groups should continue to be involved in planning as they are aware of the 'gaps' in commuter routes and danger spots where road design needs to be improved/ where cycle routes meet the road.

10.   Does the council have a walking and cycling strategy, and if not, would you support having one?
The Waitakere City strategy is based around the healthy city options and public transport / commuter strategies. A lot of cycle ways are in place and more are planned.

11.   Do you support travel plans in schools and workplaces? If so, what would you do to facilitate them?
Very strongly support School Travel Plans and Safe Routes to Schools as children have no idea of the danger on the road.
The timeframes need to be accelerated.
Alongside this the Cycle Wise work that is done for children to get their 'cycle licence' needs to be expanded outside school ;  perhaps holiday programmes and an opportunity for CANS to get sponsors and offer subsidised cycling safety & fun classes.
May be Hillary / Sparc funding available.

12.   What other techniques could you suggest to improve walking and cycling as a regular activity?
Introduce the plans above to get children interested when they are young.
Safer roads  for cyclists and better pedestrian areas - good design and the multi-use paths in more areas.

13.   What role do you see the council has in promoting public health? How do you see walking and/or cycling contributing?
The role is well established in Waitakere City and should be expanded - interlinks with many of the Five + Nine Strategic Priorities WCC  has in place.

14.   Does your council or DHB have a travel plan for staff and visitors?
WCC has a travel plan for staff . It was part of the move to the new Civic Centre in Henderson CBD.

15.   Will you sign the Walking Charter? http://www.livingstreets.org.nz/ICharter.htm
I will look but have to save these 'words' first.

16.   Do you cycle and/or walk regularly? We recognize of course that many people who do not remain supportive of our aims to increase rates of both.
Rarely cycle now , except in the summer with my husband and daughter along the waterfront. They 'train' and I go for a quiet cycle on the cycle path. Walk regularly, but not very far.. Live 5 minutes walk from Henderson.; for past 25 years. Bit naughty and use the car when in a rush quite a lot.. Love walking in the Waitakere Ranges.

Name: Garry Sturgess

Regional/city/district council or health board: COMMUNITY BOARD

Constituency or ward where applicable: HENDERSON

1. What do you see as the advantages of
(a) walking and
(b) cycling
as a form of transport in your area?
Less motor vehicles, health benefits.
2. How would you rate (good, average, poor) facilities for
(a) pedestrians and
(b) cyclists
in your area? This could include such things as cycleways, pedestrian overbridges, cycle parking, quality of footpaths.
Very poor but improving. I would like to see ease of use and safe.
3. Would you support lowered speed limits on certain streets to enhance their use by pedestrians or cyclists?
Excellent idea.
4. Are you aware of where walking or cycling paths/lanes/routes are?
I am actively engaged in community development programs so yes I do.
5. How well signposted are these facilities? Please note if signage is better for one mode than the other.
Very poor but improving.
6. Are you aware of parts of the roadways or public spaces that (a) pedestrians or (b) cyclists can’t use?
Yes.
7. What would you do about these barriers?
The answer varies but consider the larger picture.
8. Do you think there are certain conditions under which parking on footpaths is permissible?
Not at this point but haven’t given it too much consideration.
9. If your ward/community does not have a walking or cycling route map, would you support creating one?
This ward is developing one but would support as many as possible.
10. Does the council have a walking and cycling strategy, and if not, would you support having one?
It has a poor strategy and I would support improvements.
11. Do you support travel plans in schools and workplaces? If so, what would you do to facilitate them?
Travel plans ? Do you mean walking to schools. I support youth walking to and from schools as a health benefit but also as a way of familiarizing themselves with their neighbourhood.
12. What other techniques could you suggest to improve walking and cycling as a regular activity?
I haven’t thought about this in as detailed a way as I normally do before suggesting an idea. I would like to discuss ideas with anyone who has some good ones.
13. What role do you see the council has in promoting public health? How do you see walking and/or cycling contributing?
Council has the ability and facility to promote public health. Could do more.
14. Does your council or DHB have a travel plan for staff and visitors?
I'm not sure of that. Probably, as it has a number of disjointed policies on a large number of issues
15. Will you sign the Walking Charter? http://www.livingstreets.org.nz/ICharter.htm
I was taking it quite seriously until I saw Annette Kings picture. Having someone like that involved means something relatively simple will become extraordinarily complicated and grandiose. I have just had a quick look and see that many of the ideas are good, some are noble and some are irrelevant so unfortunately, although I support the notion in general I wouldn’t sign the charter as I see it on your website.
16. Do you cycle and/or walk regularly? We recognize of course that many people who do not remain supportive of our aims to increase rates of both.
No

  1.       What do you see as the advantages of

  (a) walking and

  (b) cycling

as a form of transport in your area?

   Healthy & sustainable transport.

  2.       How would you rate (good, average, poor) facilities for

  (a) pedestrians and

  (b) cyclists

in your area? This could include such things as cycleways, pedestrian overbridges, cycle parking, quality of footpaths.

Facilities for cyclists are average, there are cycleways along the SH16 from Waterview to Henderson, but there is no other choices beside of that.

The conditions of the footpaths in New Lynn are not too bad, but people are not feeling safe to walk when it is dark, so more lighting is needed.

  3.       Would you support lowered speed limits on certain streets to enhance their use by pedestrians or cyclists?

I support 40K school zones at certain areas and certain time. In order to improve safety of the pedestrians & cyclists, we need to improve the footpath conditions or have dedicated cycling lanes rather than lower speed limits on the street.

  4.       Are you aware of where walking or cycling paths/lanes/routes are?

   Yeap.

  5.       How well signposted are these facilities? Please note if signage is better for one mode than the other.

The signpost printed on the road with colours  is a good idea.

  6.       Are you aware of parts of the roadways or public spaces that (a) pedestrians or (b) cyclists can't use?

   Yes.

  7.       What would you do about these barriers?

   N/A

  8.       Do you think there are certain conditions under which parking on footpaths is permissible?

   Yes

  9.       If your ward/community does not have a walking or cycling route map, would you support creating one?

   Yes

  10.   Does the council have a walking and cycling strategy, and if not, would you support having one?

   Waitakere City Council has one.

  11.   Do you support travel plans in schools and workplaces? If so, what would you do to facilitate them?

   Absolutely.

  12.   What other techniques could you suggest to improve walking and cycling as a regular activity?

To create more walking and cycling lanes to make people walking and cycling safe; and improve lighting conditions at night.

  13.   What role do you see the council has in promoting public health? How do you see walking and/or cycling contributing?

Waitakere City has included this in their Road Safety Action Plan as part of their 10 years sustainable plan.

  14.   Does your council or DHB have a travel plan for staff and visitors?

   Yes

  15.   Will you sign the Walking Charter? http://www.livingstreets.org.nz/ICharter.htm

   Yes

  16.   Do you cycle and/or walk regularly? We recognize of course that many people who do not remain supportive of our aims to increase rates of both.

I do walk regularly, but I do not cycle because of the safety issue. I use to cycle every day when I was living in China, but I do not consider cycling is a safe option in NZ.

Name: Beverley Revell

Regional/city/district council or health board: Waitakere City, Auckland

Constituency or ward where applicable: Massey Ward.

1. What do you see as the advantages of
(a) walking and
(b) cycling
as a form of transport in your area? Hopeless as a form of transport in my area due to the motorway and state highway system. There is a high accident rate already. Very good walkways around parks and off streets for walking though which is used for daily health and exercise by many.

2. How would you rate (good, average, poor) facilities for
(a) pedestrians and
(b) cyclists
in your area? This could include such things as cycleways, pedestrian overbridges, cycle parking, quality of footpaths.
Poor - City wide useless. One selected area – eg cycle way along the North Western Motorway but stops at the end of the motorway off ramp to Te Atatu, and Henderson. No designated cycle ways in the City at all in the suburbs. Pedestrian footpaths are average- most are uneven and patchy easy for elderly to fall and break hips.

3. Would you support lowered speed limits on certain streets to enhance their use by pedestrians or cyclists?
No I would prefer special cycle lanes and decent footpaths for their use.

4. Are you aware of where walking or cycling paths/lanes/routes are?

Yes there are so few of them they are easy to spot.

5. How well signposted are these facilities? Please note if signage is better for one mode than the other.
Hopeless no designated signage for the cycle lane of where it begins or ends or even how to get there.

6. Are you aware of parts of the roadways or public spaces that (a) pedestrians or (b) cyclists can’t use?
Yes.

7. What would you do about these barriers?
Well you can't go on defence land so that is out of bounds, You cannot access the Motorway system unless a fenced off cycle land is accommodated. In an ideal world it would be great to see cycle and pedestrian walkways through rural areas, suburban and city. Clearly marked, and mapped as are the roadways. Safety is a priority and this needs to be factored in when designing new road and motorway systems.

8. Do you think there are certain conditions under which parking on footpaths is permissible?
Yes – especially in small narrow streets where there is a no parking zone. It is the only place for some to park to keep safe for their children to get in and out of cars.

9. If your ward/community does not have a walking or cycling route map, would you support creating one?
Yes.

10. Does the council have a walking and cycling strategy, and if not, would you support having one?
Yes,

11. Do you support travel plans in schools and workplaces? If so, what would you do to facilitate them?
Depends where the school or workplace is . There is already a car pooling plan and system. You can only have a travel plan if it suits the majority and the car is not needed during the day.

12. What other techniques could you suggest to improve walking and cycling as a regular activity?
Make is safe and user friendly.
13. What role do you see the council has in promoting public health? How do you see walking and/or cycling contributing?
Promoting public health is a central government issue and not a core local body issue. Local bodies can however provide walkways and cycle ways in their District Plans to support the message. Everyone has their own self responsibility to maintain their own health through what ever exercise helps them, - be it the gym, tai chi, yoga, walking or cycling. Cycling does not suit everyone and neither does walking for the elderly when the footpaths are so poorly maintained, or for anyone when they are not even in existence.

14. Does your council or DHB have a travel plan for staff and visitors?
Yes they provide a bus service which is seldom used.

15. Will you sign the Walking Charter? http://www.livingstreets.org.nz/ICharter.htm
I do not sign charters which are just words and remain meaningless unless acted on.
I prefer to be pro active work to make change from within to improve our community which is why I am standing for Council.
16. Do you cycle and/or walk regularly? We recognize of course that many people who do not remain supportive of our aims to increase rates of both.
I walk regularly. I would not cycle anywhere in this city as it is too dangerous.
